Our mission as the Texas Primary Care Consortium (TPCC) is to advance high-quality primary care for all Texans. Educate
In 2024, we focused our educational efforts on a range of initiatives aimed at expanding the knowledge based around high-quality primary care. TPCC co-hosted “Advancing Primary Care Transformation and Innovation Efforts in Texas” with the Centers for Medicare and Medicaid Services. Read our blog post for a summary of the convening. Through our webinars, we educated our audience on critical topics, including firearm safety and injury prevention, rural health innovations, and the future of primary care after the 2024 election. Our Monthly Monday Primary Care Talks featured interviews with guest speakers from across Texas, covering a wide range of primary care topics. TPCC published twelve informative episodes as your go-to resource on all things primary care in Texas. Our team also collaborated with the Texas Association of Health Plans to present at the Texas capitol on what primary care is and its importance for the health of Texans.
Activate
In 2023, we engaged a group of community members and leaders with expertise in firearm injury as a stakeholder group. The group examined Texas-specific data on firearm injuries and deaths and provided a better understanding of the existing programs and services that focus on the prevention of firearm injuries. In 2024, building on what the stakeholder group identified as focus areas, our team published A Framework for Advancing Firearm Safety and Injury Prevention through Primary Care, which outlines actionable recommendations for improving safety and reducing injuries in Texas. Texas Health Institute with support from TPCC and our partners convened the Texas Health Policy Forum where thought leaders from diverse backgrounds identified common goals, shared perspectives, and fostered alignment on recommendations to address the state’s pressing health challenges. Primary care was featured prominently in the sessions on access to care and workforce.
Transform
TPCC convened a statewide consensus panel to identify and advance bi-partisan, smart public policy that will increase access, reduce costs, and improve outcomes. The proposed policy priorities for primary care are: increasing access to high quality and cost-effective care, improving the financial stability and vitality of Texas’ primary care system, and strengthening primary care. Texas Health Institute served as a co-convener of the 2025 Rural Texas Maternal Health Rescue Plan, urging the 89th Legislature to enact a modern rural maternal health rescue initiative.

As we move into 2025, our work will continue to be guided by our Educate, Activate, and Transform framework. We remain committed to advancing high-quality primary care for all Texans. We acknowledge the challenges and remain deeply committed to our mission because of its vital role in advancing the health of all.
